To join, click on the agreement on the right of the page, download, have signed by the authority over your utility (e.g., board of commissioners, town selectmen, mayor, etc.) and return to Kirsten King at the New England Water Works Association. Only utilities with signed agreements are members of the WARN. Registering on the website does not constitute membership in the WARN, and website registrations without a signed agreement will not be approved. 

Background

The Massachusetts WARN is modeled after the American Water Works Association’s “Utilities Helping Utilities” document. In 2007, a nationwide effort was begun to have WARNs developed in each state across the U.S. As a result, utilities and associations from across Massachusetts formed both Leadership and Steering Committees to further this effort.

The Steering Committee, a subset of the larger Leadership Committee, was tasked with reviewing, editing, and finalizing the MAWARN agreement to comply with all pertinent Massachusetts General Laws. In September 2007, the agreement was finalized and made ready for signing. The Springfield Water and Sewer Commission was the first utility to become a member of the MAWARN.

The MAWARN is open to public water and wastewater utilities only and is run by utilities. Only utility members have voting powers on both the Leadership and Steering Committees. There are no local, state, or federal regulations dictating a utility’s particpation in a WARN – it is entirely voluntary.

The MAWARN agreement dictates that officers must be elected annually. The current officers are:
